The evolution of a network consisting of autonomous subnetworks is investigated where each subnetwork carries traffic and makes an investment to enlarge capacity based on its income. From the viewpoint of an analogy with biology, "differentiation", "configuration stability" and "efficiency" are investigated. Computer simulation shows that each subnetwork becomes different according to the offered traffic and the network connectivity, small differences in the network conditions are absorbed and the total network after several years will be similar regardless of these differences, and the local investment by each autonomous subsystem is efficient.
