This paper proposes a strategy that combines call admission control (CAC) and usage parameter control (UPC) in ATM networks. This strategy attempts to guarantee the quality of service for all connections admitted by UPC, by applying a CAC based on the cell-loss-ratio upper bounds for the cell streams passing through the UPC. Of particular emphasis are cases in which the jumping window, sliding window or continuous leaky bucket scheme is used for peak-cell-rate policing. An explicit formula is derived for cell-loss-ratio upper bounds for the cell streams through each of these UPCs. The impact of the choice of UPC on bandwidth utilization is also discussed using several numerical examples.
