This paper discusses three methods for handling CDV: the first is to reduce CDV through shaping; the second is to provide each VC with additional bandwidth; and the third is to provide additional bandwidth only for smooth traffic. Special attention is given to the third method, derived by analyzing the departure process from queueing systems that model ATM modes. Finally, the combination of the two methods is recommended: (i) shaping is executed at UPC to reduce CDV in a customer premises network; and (ii) manage bandwidth under the assumption that the arrival process to each network node is either identical to that to an ingress node (if the arrival process is more bursty than Poissonian) or Poissonian (if the arrival process is more smooth than a Poisson process.)
