We discuss the development of networks with the latest ATM service category, available bit rate (ABR). After reviewing the ABR service category, we point out problems from the viewpoint of performance. Control delay is one important factor and the other is availability of existing ATM networks since development of rapid and economical ABR network is the key to the success. Simulation studies were performed to answer these problems. TCP performance is also shown both for ABR and UBR. The impacts of control parameter selection and implementation on performance are discussed. We point out the necessity of multi-layer evaluation.
