COMPETITION SUMMARY
  1. TITLE
    • [ HAKODATE☆monozukuri Forum ] Architectural Competition 2014
    • <Objective> Centennial Inquiry
  2. AIMS
    • The subject is the renovation of the Old Russian Consulate including its building site, which is located at Funami-cho, Hakodate City. And we invite ideas for utilization to maintain the building.
  3. SELECTION
    • This is international open competition.
    • The prizes are examined by two step selection.
  4. AWARDS
    • Winner : 300,000yen (to one project)
    • Second prize : 100,000yen (to one project)
    • Third prize : 50,000yen (to one project)
    • Honorable mentions : 10,000yen(to five projects)
    • Citizen award : premium (to one project)

      • * There are no place to parking enough at competition site.

      • 1 July, 2014 (must reach us no later than 11 July)
    8. Primary selection (by closed examination)
      • From 14 July to 3 August, 2014
      • * The jury chooses about 8 projects for final selection.
    9. Announce the results of primary selection (at official URL of Committee)
      4 August, 2014 (Committee informs the results to finalist also by e-mail)

    10. Final selection (by open examination)
      • Presentation the proposal by each finalist
      • Question and answer by jury and finalists
      • Examine by jury
      • Announce the results and reason

ENTRY REQUIREMENTS
  1. ELIGIBILITY
    • The competition is open to every individuals and teams.
  2. PROCEDURE
    • Please contact us by e-mail for registration and queries on official URL of Committee.
PRESENTATION REQUIRMENTS
  1. DRAWINGS
    1. Statements
      • (approximately 800 words in Japanese or 300 words in English)
    2. Site plan
      • (include the border line of competition site as minimum area)
    3. 3D renderings of competition site and surrounding
      • (perspective or model photos, etc.)
    4. Floor plans
      • (it is possible to combine the first floor plan into the site plan)
    5. Elevation
      • (the parts, entries need to propose the relation with surrounding)
    6. Section
      • (the parts, entries need to propose the relation with surrounding)
    7. Area
      • (Building area, Total floor area and Each floor area expressed in metric system)
    8. Other drawings, entries consider to propose the intent of design by oneself.
      • (Structure, Materials, Equipment, etc.)
      • * Entries can choose the number and the scale of above drawings.
  2. FORMAT
    1. Entries are required to submit their proposal on three sheets of paper include above drawings(from [1] to [8]).
      • (The size of each sheet is A3 with the short side oriented vertically.)
      • * Entries can choose any method for presentation and any kind of paper, but never stick anything on the buck of its.

      • (The disk is a CD-ROM or a DVD, maximum volume of whole data must be 30MB)
    • * Entries must send us all of these (A, B and C).
    • * The official languages on these format are Japanese or English.

    • Entries must send us these formats by postal or other delivery service.
    • * All proposals must be received at the Committee on 11 July, 2014 no later than it.

  5. ANONYMITY
    1. Entries can send only one proposal must be original work.
    2. Entries must not wright their name or mark suggest themselves on any format.
PROGRAM REQUIREMENTS
  1. SITE CONDITION
    1. Competition site ; 17-4 Funami-cho, Hakodate, Hokkaido
    2. Site area ; 3,732.23m²
    3. Use of building ; Seminar house (It is closed down now)
    4. Road width ; 12.3m ~ 13.2m
    5. Infrastructure ; Electric, Gas, Water, Sewage system are supplied.
    6. Area rule (1) ; Building coverage 60%, Rate of building volume to lot 200%
    7. Area rule (2) ; Registrations of City, to conserve the landscape, is applied.
      • * In the case, the height of buildings over 13m or total floor area over 1,500m², it must be required consultation and notification with City Government.
    8. Area rule (3) ; Restriction of building height by the site boundary line. (Please refer to REFERENCE MATERIALS)
    9. Area rule (4) ; Sun shadow regulation
      • * In this case, the height of Old Russian Consulate over 10m, it must be required permission by City Government and others.
  2. KEY ELEMENTS
    1. The exterior design of Old Russian Consulate must be preserved except to repair.
    2. The annex attached and extended building of Consulate may be dismantled.
    3. The wall, gate door and information display may be dismantled or moved.
    4. The interior design and the method to use of Old Russian Consulate may be proposed freely.
    5. The exterior and interior design, the method to use of the annex attached and extended building may be proposed freely.
    6. In the garden of competition site, the transplanting of trees and the extension of new buildings may be proposed freely.
    7. The bronze statue of Goskevich 'the first consul from Russia' must be put on any place in the garden.

      • * Entries must not reprint those materials except for this competition.
JURY SELECTION
  1. PRIMARY SELECTION
    • The jury will choose about eight projects as excellent works at private selection.
    • After the selection, Committee will announce the results at official URL and notify to selected entries by e-mail on the day.
      • * The jury select the projects by the number, Committee assigned when received it.
  2. FINAL SELECTION
    • The selected entries will explain their projects to the jury and the audience.
      After the question and answer, the jury will select the winner and the other prizes at the public selection hall.
      • * Entries can use the Power Point for presentation.
        • (The Power Point data must be based on their project. And entries must prepare their own computer by themselves.)
      • * Entries can provide the scale models for presentation at their will.
        • (Entries must carry the models into the hall by themselves.)
  3. ANNOUNCEMENT
    • After the final selection, Committee will announce the results at official URL

DISQUALIFICATION
  1. In case that the project delivered after deadline to accept.
  2. In case that the entries describe fabrication on the Entry Form.
  3. In case that the entries violate the competition program.
OTHERS
  1. Entries hold the copyright of their proposals.
  2. Committee reserve the right to display the proposal on the Web Site and exhibition and to publish it.
  3. Entries must bear the expense for drawing and transport.
  4. Committee will not return the proposals to entries.
  5. Entries must not take exception against the result of selection.
  6. Nobody can enter the competition site except the day to visit it in 27 April, 2014.
  7. Committee will recommend some excellent proposals, selected from Prize winner, to Hakodate City Government after jury selection. Following it the Government will plan to start the study for realizing the renovation of the Old Russian Consulate, also consider invitation of the private business operators.
